ENVIRONMENTAL AND SOCIAL COMMITMENT PLAN (ESCP) – COLLABORATIVE APPROACH FOR RESILIENT SURVEILLANCE AND PANDEMIC PREPAREDNESS IN INDONESIA (CARE-I) PROJECT

The Collaborative Approach for Resilient Surveillance and Pandemic Preparedness in Indonesia (CARE-I) Project is a collaboration between the Government of Indonesia and the World Bank. It aims to build commitment in addressing health gaps, extending beyond human health to also include the animal and environmental health sectors, which contribute to pandemic preparedness and response in Indonesia. The primary goal of the CARE-I program is to strengthen cross-sectoral collaboration and data interoperability, thereby supporting the country's efforts to develop an early warning and surveillance system using a One Health approach.

The project consists of several components:

1. Strengthening Laboratory Systems: This component aims to support rapid characterization and confirmation of potential epidemic diseases.
2. Strengthening Early Warning and Disease Surveillance Systems: This component seeks to effectively monitor potential epidemic diseases and enable rapid emergency response using a One Health surveillance system.
3. Strengthening Health Emergency Management and Response: This component aims to support the effective mobilization of relevant units in outbreak response to minimize disease spread.
4. Cross-Cutting Issues: This component focuses on cross-sectoral efforts to enhance strategic planning for strengthening PPR (Pandemic Preparedness and Response), which includes a focus on gender and spatial equity, climate change, and support for community-based surveillance capacity and risk communication.
