Do the “missing middle” more likely insecured?

Abstraksi

Health is one of the vital aspects of people's lives and becomes one of the nation's welfare measures. The need for health is a basic right of every human being guaranteed in the legislation in accordance with UU No.36 th 2009 that everyone has equal rights in gaining access to health resources. To ensure easy access to health services, the government provide health insurance for all people. Implementation of the national health insurance system is one of the government's efforts to achieve Universal Health Coverage which is targeted to be fulfilled in 2019. The problem that challenges almost all countries to achieve universal health coverage is to reach the informal sector which is often called missing middle. The purpose of this study is to determine of health insurance enrollment in informal workers with independent variables of socio economic and demographic characteristics of individuals, household characteristics and the access of health facilities. Sources of research data is the National Socio economic Survey 2016 and Potensi Desa 2014. The analysis method is descriptive and inferential analysis (multinomial logistic regression with health insurance membership category BPJS, private insurance and does not have). The result of this study show that informal workers with high economic status, non-agricultural primary occupations, high education, female sex, marital status, history of outpatient treatment and inpatient care, internet access and living in urban areas with access of facilities health more likely to have national health insurance.
