According to the statistic by the Ministry of Environment and Forestry (2017), domestic waste is the highest contributor of waste in Indonesia. This is resulted from the population growth that is followed by increasing economic activities and higher consumption rate without an effective waste hierarchy framework and the awareness in the society. This research aims to introduce the integrated strategy of waste management in Indonesia. This study will depart from previous research by Saunders (2014) that explained to what extent multi-level governance influences effectiveness of integrated urban waste management begining from upstream where waste production can be reduced until its downstream where the waste should be processed in socially cohesive and sustainable manner. This research will strengthen previous research by digging deeper into the implementation of integrated urban waste management in Indonesia. In indonesia, Law No. 18 of 2008 Regarding Waste Management mandates two major works: waste reduction and sustainable waste management. Further implementation is envisioned with Presidential Regulation No. 97 of 2017 regarding National Policy and Strategy of Domestic and Akin Domestic Waste Management. However, significant challenges exposed by distortion in waste management which include ineffective governance and detrimental technology that may result in greater externalities to the environment such as water and air pollution, worsen the damage to public health and sanitation. Hereby, this paper delivers key concept and strategies to integrated approach of domestic waste management as an important basic service at the rise of urbanisation.
