The economic development follow by Indonesia uncertain world economy is always changing. The impact on the economy of the small part that is the economy of village communities. Given in the village often does not happen turnaround the economy, the money in the village tend to move out of the village. This gives rise to imbalance which caused the village economy weakened. It is necessary activities village-owned enterprises (BUMDes) shall govern. BUMDes holding is a good step in managing the income and expenditure of the community. The purpose of this research is to determine the strategy that can be done by BUMDes development efficiency through optimizing the utilization of village fund to local needs in support of economic resilience of society and potency of rural community continuity. Research conducted by interview and questionnaire to the people in the village that will be created BUMDes. Analysis of data using descriptive analysis, regression, and SWOT. The results showed that the village-owned enterprises is needed in control the economy in the village. So the strategy of development of village-owned enterprises to use the concept of Central Place Theory which every village should cooperate with each other, connected, transparent and integrated to manage the economy in the village. So that the money generated community continues rotating in the villages covered by the village-owned enterprises. In addition, people can sell their products to BUMDes, then BUMDes manage and sell it back to the village in its scope as well as outside the scope of BUMDes.
