THE GOVERNMENTAL AND NON-GOVERNMENTAL STRATEGIES TO BUILD DISASTER RESILIENCE AFTER A MEGA-DISASTER Case study: Aceh Province, Indonesia after 2004 the Indian Ocean Tsunami

Abstraksi

After the Indian Ocean Tsunami in 2004, the Government of Aceh started to promote disaster risk reduction and to build disaster resilience in order to address the current challenges in disaster risk mitigation in Aceh Province. This study highlights the governmental and non-governmental strategies for resilience building at the local level. This paper examines different strategies to build resilience after the crises, particularly comparing strategies and tools conducted by governmental and non-governmental actors. It will focus on the concept of resilience and how the government of Aceh developed organizational and political capacities to become „a resilient province“. It argues that there is a strong structure of disaster management organizations and policies in Aceh province, but the integration of the resilience concept into local development programs is undermined by the lack of political commitment , limited funding, and competing interests between the different levels of government. This research applied a mix-method approach included policy analysis, semi-structured interview, and household survey in Banda Aceh, Sabang, and Aceh Jaya. These three case study areas had different impacts on the Tsunami 2004. The inter-agency collaboration, lack of trust among the local actors, and lack of leadership of the local government in promoting disaster resilience are seen as major obstacles in building resilience after the mega-disasters. A resilience focused collaboration framework is proposed as an innovation approach to maintain medium and long-term resilience after disaster at the local level.
