Decentralization and Education: A Case Study of the Impact of Special Autonomy to Improve Education Performances in Papua Province

Abstraksi

Papua Province is considered as a region of paradox in Indonesia. The region has an abundance of natural resources and notable fiscal capacity, but its human development has been straggled. Special autonomy has been granted to Papua since 2002 to reduce development gap by focusing on education. However, after 15 years of special autonomy, most of Papua’s education indicators remain poor. This research assesses the impact of special autonomy on education performance in Papua Province. By adopting a case study approach, this research analyses two sets of data: secondary data on education and primary data based on interview. This research seeks to explore the education performances after special autonomy and to evaluate how provincial and local governments have been using the special autonomy fund to address education impediments in Papua. The finding of this research indicates that education performance in Papua Province did not enhance significantly. This was seen from the slow progress of net enrolment rate, education attainment, and mean years of schooling. Furthermore, literacy rate decreased. Moreover, a different achievement of education performance between the coastal area and the highland area was obvious. The highland area, where 97% of population is indigenous Papuans, achieved a lower grade. Therewith, this research discovered that some possible reasons of poor performance of education, include low of education expenditure, lack of capable teachers, unequal distribution of teachers, lack number of schools, and inadequate school facilities. Lastly, teacher absenteeism is a serious problem to be handle immediately, particularly in the highland area.
