THE COLLABORATION OF GOVERNMENT AND COMMUNITY LEVELS IN ANTICIPATING ENVIRONMENTAL VULNERABILITIES (CASE STUDY ON FORUM KEWASPADAAN DINI MASYARAKAT OF EAST JAKARTA ADMINISTRATIVE CITY)

Abstraksi

East Jakarta, is one of the economic and political center in Jakarta. Every year the population in East Jakarta continues to grow and keep coming from various parts of Indonesia. This has an impact on urban disorder as the area is no longer able to provide space for citizen that could create vulnerabilities in the environment. To overcome the problem, East Jakarta city government need an active role from the community to collaborate in maintaining environmental security. Based on Law No. 7/2012 on social conflicts handling, explained that conflict prevention is a series of activities undertaken to prevent conflict by increasing institutional capacity and early warning system. It is implemented through the Minister of Home Affairs Regulation Number 12/2006 on Community Early Awareness in the Region, formed from the provincial, city, sub-district, to village level. Based on it the government established an early awareness forum called Forum Kewaspadaan Dini Masyarakat (FKDM), as an effort to anticipate the vulnerability on security and public order. This paper used a qualitative descriptive method. The Data is obtained through interviews and further documentation studies. The results from descriptive analysis shows that FKDM of East Jakarta achieve many sides of success and the value of good practices in relationships between levels of government. Implication from the results of this study is expected to be a contribution of academic thinking and as a reference for other regions to be able to replicate the good values ​​that already exist in FKDM of East Jakarta.
