Ninety-eight cities in Indonesia today are growing that extend to the rural area through peri-urbanization. Located in-between urban centres and rural areas, peri-urban emerge as a socio-cultural, physic, and an economic entity which neither urban or rural. Since mostly it is not the development priority, lack of planning leads to several issues such as informality, slums, environment issues, as well as socio-economic gaps between the resident in peri-urban areas (Friedberg, 2001). However, peri-urban should be conceived as an area of complementariness with social and economic potential (Ravets, 2011). Regarding the initial studies on peri-urbanization, this paper will propose a development model which objective is to build a sustainable urban-rural linkage using a stronger peri-urban entity in-between. The hypothesis is that by using the development model, the peri-urban area can be used as an entry point tool to reduce gap and disparities between urban and rural through holistic frameworks which address distinct needs of the peri-urban. The development model is a framework to utilize peri-urban potential that considers it’s macro, mezzo and micro context as well as social, physical, and economic powers. Using Medan, Bandung, and Surabaya as case studies, the framework consists of: improving the microsystem at peri-urban towards self-sufficient life; interlacing the micro nodes of peri-urban towards stronger and wider support system of life, and connecting the peri-urban subsystem into the regional system towards fair accessibility. The model aimed to solve the basic disparity at the micro level, reducing gaps between urban-rural continuum, and creating a new opportunity for the rural area by promoting collaboration among subsystem.
