Change agent are now become increasingly critical to public sector, as the technological and societal changes are dramatically altering the work environment. However, the complexity of policy issues faced and the sector’s specific contextual features, such as the less creative human resources, create the difficulties in handling the changes. Drawing from the theories of innovative behavior and positive change, this study focuses on understanding the stages of innovation at individual level that can support the change program and deal with disadvantages of public sector. This study suggests that the innovative behavior can contribute to improving public sector in anticipating and riding the waves of change.The results highlight the key roles of change agent who work in idea generation, promotion and implementation the innovation of the change initiative. In doing this, the change agent can potentially inspire and motivate others to be involved in the accomplishment of change initiatives. The practical implications for managers in public sector are discussed.
