Community-Based Tourism Development in Ujungpangkah Sub district as Gresik Government Effort in Enhancing the Rural Areas Potencies

Abstraksi

This study analyses the effort of the Gresik government in enhancing the tourist attraction that has organised by local communities in Ujungpangkah Subdistrict. The purpose of this writing to to portray the participation development process in tourism. The parameters used to determine the degree of community participation in the development planning phase are the involvement in problem identification, objective formulation, and decision making related to the development of the local tourist attraction. This piece of writing analysed the five strategies of Gresik government and the local community in creating sustainable tourism system. The SWOT analyses employ in discoursing the five elements of strategies of five targeted villages in the Ujungpangkah sub district. This approach is believed able to provide an holistic analysis in Community Based Tourism (CBT) development. The problems faced by the community in managing their local tourist destination are lack of adequate human resources, limited of public facilities, limited financial support, lack of regulation that support the CBT, inter-organizational coordination problems, and property ownership. The Gresik government through the Office of Villages Empowerment and Development assist the five targeted villages in the establishment of tourist attraction management, upgrading tourist attraction location, and provide society empowerment program through the best village award annually. This writing found that the local government position as a facilitator and regulator is significant in CBT Development. Its requires he government political will in the development of CBT by opening space for community to participate.
